The Law

Costa Rica has probably the most strictly written law to provide access to persons with incapacities. That is the law.

The Reality

As I write this I will mention that I am a woman with limited mobility -- for years limited to a wheelchair, then recently after ankle replacement surgeries for 3 years I used a knee scooter, and now I walk again, but with difficulty, needing hand rails and low steps.

While I certainly see the efforts by the government, the reality is pretty glum. Bathrooms have handicap rails but the door is too small to get in. Almost all places have ramps but so steep that a wheelchair can't be pushed up or held back on descent even with a strong man.

Streets have cement angles at crosswalks, but the sidewalks are broken and too narrow for a wheelchair.

The Good News: Everyone Stops to Help

In spite of the shortcomings of the physical infrastructure, I would rather be in Costa Rica in a wheelchair than any other place in the world. Everyone helps. There's no stigma to being in a wheelchair. I have found that the chair brings out the best instincts in Costa Ricans, who by nature are simply -- helpful.
